Recent commercial and regulatory traction has validated the EMT and ECC operational model within the upstream energy sector. International policy makers, governing bodies, and regulators are now actively engaging with Emergency Command Centre capabilities โ and operators are accelerating purchasing.
Since NOCN accreditation, annual EMT delivery volume increased by over 200%. Training is now routinely coupled with procedure review, EMT software, and ECC fit-out consultancy.
Operators must now demonstrate not just that plans exist โ but that duty roster EMT members can activate, lead, and sustain a Tier 2 response under pressure.
IRMR-RL captures Tier 1, 2, and 3 response capability โ from asset-level incident control through to corporate crisis management.

The TOAMS workflow management system operates as a fully NOCN-compliant digital tool explicitly designed to standardise, track, and manage competency and training across all authorised outlets. By embedding NOCN-regulated frameworks directly into its digital architecture, the platform acts as a centralised system of record that eliminates fragmented, paper-based tracking and ensures every outlet adheres to identical compliance benchmarks.
For individual personnel at the outlet level, TOAMS systematically maps out required training pathways, logs qualification progress, and flags upcoming recertifications โ effectively transforming regulatory requirements into measurable, verified competencies.
Management can instantly monitor compliance metrics across the entire outlet network, generating evidence packs required to pass rigorous external quality assurance checks.
Functioning as an active workflow service rather than a static database, TOAMS ensures training is dynamically updated and competency is actively maintained across all tiers of command.
Bridges frontline operational readiness and corporate governance with automated auditing features โ providing a verified, auditable capability to handle risk at every level.
NOCNย (formerly the National Open College Network) is a market-leading UK educational charity and global awarding organisation regulated by Ofqual that specialises in creating vocational training, international qualifications, and assessments across sectors like Oil and Gas, engineering, and green skills. Anย NOCN Centre of Excellenceย is a highly vetted, approved partner training provider or educational institution officially authorised to deliver NOCN’s accredited courses and adhere to their strict quality assurance frameworks. Ultimately, what the end user (the learner) gets from this ecosystem is a flexible, highly recognised, and globally benchmarked qualification and credentials.
